Primary Purpose of Position 职位的主要目标
This position is responsible for all site engineering including process equipment, utilities and building infrastructure. Responsible for ensuring BAT (Best Available Technology) standards are applied to specification, installation and maintenance to allow safe and efficient operation by Production personnel and compliance with all Country and Company Regulations.

Responsible for recruiting, training and supervising professional maintenance personnel, such as mechanics, electricians and external contractors.

Major Responsibilities of Position 职位的主要责任
·Ensure all site engineering work (maintenance and new investment) meets all State Regulations and Company Standards in terms of Technical Specification, Safety Procedures, Environment and Health. Responsible for identifying and improving unsafe equipment and facilities. Develop and implement corrective action plans to improve Production output and Quality. 确保所有现场工程（维护和新投资）符合所有技术规范、安全程序，环境和健康方面的国家法规和公司标准。 负责识别和改进不安全的设备和设施。 制定和实施校正动作的计划，以提高生产产量和质量。
·Ensure all statutory inspections and records are completed on time and to required standards. 确保所有法定检查和记录按时完成并达到所要求的标准。
·Continuously improve engineering standards, procedures, records, maintenance instructions, drawings, manuals and other support information. 不断改进工程标准、程序、记录、维护说明、图纸，手册等信息保障。
·Establish proactive, preventive maintenance systems to increase equipment reliability and availability in support of production output and quality improvements. 建立积极的预防性维护系统，提高设备的可靠性和可用性，推动生产量和质量的提高。
·Responsible for selection, training, development and performance of maintenance staff, including technical skills and quality of work. 负责维修人员的选拔、培训、发展和业绩，包括技术技能和工作质量。
·Establish and manage contract labour and material control procedures, ensuring safety, quality and cost of work meets company standards. 确立和管理合同工人及材料控制程序，确保工作安全、工作质量和工作成本符合公司标准。
·Ensure spare parts/consumables management system operated effectively. Set, control and monitor safety stock levels for critical equipment. 确保备件/消耗品管理体系有效运行。 设置、控制和监控关键设备的安全库存量。
·Prepare maintenance Budgets for revenue and maintenance CAPEX. Control, monitor and report actual expenditure versus Budget. 准备维修收入和维修资本性支出的预算。根据预算控制、监测和报告实际支出。
·Liaise with other departments eg Safety, Quality, Production, Technical etc to ensure objectives are aligned and achieved as a team. 与安全，质量，生产，技术等其他部门保持联系，确保目标一致及团队合作。
·Liaise with Project teams for major restructuring or installation projects to ensure Site standards are applied to all aspects of the Project. 与项目团队协作，进行重大的设备结构调整或安装项目，以确保现场标准适用于项目的各个面。
·Responsible for all Plant utilities (air, water, waste water, power, gas, steam) ensuring sufficient capacity, availability and quality to support the site production needs. Optimise efficiencies to minimize consumption and initiate energy etc saving initiatives. 负责所有的厂用设施（空气，水，废水，电力，天然气，蒸汽），确保有足够的容量，可用性和质量来满足现场生产的需要。 优化效率并最大限度地减少消耗， 同时还启动能源等方面的节能措施。
Education and Skill Requirements 教育和技能要求
·Graduate Mechanical Engineer with a minimum 5 years relevant experience in a process or 24/7 continuous production Industry environment. 机械工程师，至少5年相关工艺经验或服务于生产行业环境的丰富经验。
·Familiar with normal Industrial production equipment eg compressors, fans, pumps, hydraulics, pneumatics, water systems, ventilation, industrial air conditioning, pressure systems. 熟悉普通工业生产设备，如压缩机、风机、泵、液压、气动、水系统、通风、工业空调，压力系统。
·Broad engineering and maintenance knowledge and ideally experience of developing and managing a production maintenance department.广泛的工程和维护知识并有一定的开发和管理生产维护部门的经验。
·Project management. 项目管理
